On July 20 and 21, a three-member team led by Lav Agarwal, joint secretary of the Union Health Department, inspected the hospitals and containment zones of Patna and Gaya in Bihar. However, Bihar Health Minister Mangal Pandey said that the central team had praised the efforts being made in Bihar for the prevention of corona. But it is not visible anywhere in the copy of the report received by Aaj Tak.
The report says that 800 to 1000 cases are coming to Bihar every day. 90 percent of these cases have come in the last one week. After the report submitted on 22 July, this figure has increased significantly in Bihar and on Sunday the figure has reached 2605.

The report says that the pace of investigation in Bihar is below the national average. Although it has been told on Sunday that now more than 14 thousand tests are being done in Bihar, but in terms of population, it is very less. The report also said that Patna, Nalanda, Nawada, West Champaran, Jamui, Bhagalpur, Begusarai, East Champaran, Rohtas and Muzaffarpur are emerging as hotspots.
The team has asked the Health Department of the Government of Bihar to implement 16 suggestions. Obviously these are suggestions that the government should have implemented in advance, but the government did not. Now the central team has given the same advice. In a meeting with Bihar Health Minister Chief Secretary and Principal Secretary of Health Department, the central team reiterated that increase in testing is very important.
Apart from this, dissatisfaction was also expressed in the report about the arrangement of the container areas and it was said that there is a need to search the house to house case of about 100 houses in these areas. It is important to find his contacts, especially within 72 hours.
According to the report, according to ICMR guidelines, all contacts of positive cases should be detected and their samples taken within 72 hours. In addition to taking action to increase RT-PCR testing capacity, it is necessary to ensure the utilization of the existing RT-PCR lab capability. Home quarantine should be given only on the recommendation of doctors. Continuous monitoring of patients is necessary.
The report said that Bihar Government should ensure the infrastructure of hospitals, including the establishment of temporary hospitals. In the next two months, keeping in mind the increase of the case, it is necessary to expand that the situation of all Covid dedicated hospitals in the district needs to be strengthened in every way.
Sudden work came quickly
The central team suggested that health facilities, in particular, ensure availability of oxygen. Separate arrangements for suspected and confirmed patients in hospitals are necessary. Also, the central team suggested that the state government could use the temporary Covid-19 model made by DRDO on the lines of Maharashtra. The report also emphasizes on adequate availability of ambulances.
It is clear from all the suggestions of the central team that the state government was not very serious about preparing for corona infection, otherwise all these arrangements should have been done by now. However, after the visit of the central team, there is some progress in the functioning of the Health Department of Bihar.
The number of tests for identification of corona patients has also been increased, but it is still far from the target of 20 thousand samples per day. According to the health department, now the number of screening centers has increased due to the facility of Covid testing at primary centers. However, 14,199 samples were examined on Saturday.
